Carpenter Marty Transportation prepared a traffic impact study for the proposed redevelopment of the White Castle Headquarters on the south leg of the intersection of SR 315 and Goodale Street in Columbus, Ohio. When all phases are complete, the site will consist of approximately 298 apartment units, a 16,000 SF community center, a 36,000 SF mixed use building, and two offices at 100,000 SF and 66,000 SF. This site was sensitive to the City of Columbus and ODOT due to being near a congested interchange. Another larger development was also underway just west of the proposed site. Future traffic anticipated for this nearby site was included in the study. Carpenter Marty Transportation collected count data at study intersections and also estimated queues due to multi-cycle backups at the main entrance. This was needed to account for the unserved demand of vehicles at the congested intersection. Trips were generated for the proposed site, existing traffic volumes were projected to the design year, and proposed site traffic was added to the projected traffic. The study intersections were analyzed to determine if improvements were needed. Impacts to SR 315 and surrounding interchanges were taken into consideration. Sight distance of proposed access drives were analyzed, and improvements were required due to the topography and nearby bridges. Recommendations were made on improvements and what the developer would be expected to contribute for the proposed improvements. Carpenter Marty Transportation's traffic impact study was reviewed and eventually accepted by the City of Columbus and ODOT. Carpenter Marty Transportation also completed a capacity and safety analysis of SR 315 in the vicinity of this study area for the City of Columbus as part of a separate project. The study included preparing alternatives (layouts and cost estimates) to address the congestion in the area which is expected to worsen due to the proposed redevelopment.
