Statewide Roadways Master Plan

Through a qualifications-based selection, Carpenter Marty Transportation was chosen to perform the field inspection and pavement ratings reporting at all ODNR facilities throughout Ohio. The pavement condition rating and GIS imagery will bring forward measured pavement areas for estimating work effort for maintenance and repair. CM will provide the assessment data through the PAVER software program, which will interface with the database of past inspections and maintenance data for the ODNR road network. The project includes more than 74 million square feet of paved surfaces including roadways, parking lots, boat ramps, and camp pads. There were approximately 500 miles of roadways and 1,800 parking lots (all pavement types) at more than 200 ODNR facilities.

Upon completing the field inspection, all surveyed sample units will be recorded and updated on the pavement map in ESRI for distribution to ODNR. The update will reflect any additional pavement features or special conditions identified during the survey. This analysis and report will help ODNR determine how to prioritize and where to spend their limited pavement maintenance budget. Our team facilitated meetings between ODOT and ODNR to discuss future budget requests and particular report formats to assist ODNR in obtaining additional funding.
