This project involved studying the roadway network of SR 161, Cosgray Road, and Industrial Parkway for Union County to determine the needs produced by significant development occurring in the area. The traffic impact study and design was reviewed by ODOT District 6, City of Dublin, Union County, and Franklin County. All parties have jurisdiction in the study area. A significant portion of this process was to produce a future layout of the Cosgray Road and SR 161 intersection. The existing intersection was a one-way stop controlled, three-leg intersection. The large proposed development would provide a fourth leg to the intersection. Due to funding and timing issues, an unsignalized temporary design was determined to be needed at the intersection. This temporary layout was analyzed, evaluated, and designed by Carpenter Marty Transportation. However, as the large development created the fourth leg to the intersection, this temporary design was no longer feasible, but the permanent intersection design (roundabout) chosen with the full build-out of the proposed development in mind was not ready for implementation yet. A second temporary design, being a four-leg signalized intersection, was analyzed and designed by Carpenter Marty Transportation. Carpenter Marty Transportation created all trip generation, volume development, and analysis needed to evaluate the needs of the study area throughout all phases of the proposed development.
